Holiday Travel Treat
The City's annual holiday construction moratorium will
run from Thanksgiving Day (November 22, 2012) through
New Year's Day (January 1, 2013). The holiday moratorium
helps promote business by reducing inconvenience and
traffic slowdowns that might affect shopping in those
areas. The construction moratoriums will include downtown
El Cajon, Parkway Plaza Mall, Navajo Road, and Second
Street south of I-8. In these areas, work in the right-of-way
is generally not allowed. In general, this means no
road closures, travel lane closures, or removal of on-street
parking spaces. Some exceptions are made for projects
already underway that have removed parking spaces as
part of the construction site. Individual exceptions
can be made where impacts to traffic will be minimal.
Please call to confirm how projects in these areas may
be affected. For information about the holiday moratorium,
call the Public Works Department, Engineering Section
at (619) 441-1653. Additional information can be found

Hot Weather - Cool Zone Reminder
Need to beat the heat? Cool Zones are designated
air-conditioned buildings easily identifiable
by a light blue Polar Bear Cool Zone logo. There
are more than 100 locations throughout San Diego
County in libraries, malls and senior centers.
The program, established by the County, has been
helping seniors, persons with disabilities and
others - "beat the heat" since 2001.
It provides a list of places to go that are air
conditioned when the weather is extremely hot,
as a way to stay cool and not run up your own
utility bills. In El Cajon, two Cool Zone locations
are the Westfield Shopping Mall on Fletcher Parkway,
and the El Cajon Library at 201 E. Douglas Avenue.
The program is a partnership with San Diego Gas
& Electric. In addition, low-income, homebound
seniors and disabled persons can request a free
electric fan if they are unable to go to Cool
Zone sites. The program also offers bus passes
to qualified individuals in certain zip codes
to help them get to designated Cool Zones. This
year the Cool Zone program will operate until
October 15. For more information, please call
(800) 510-2020 and press "6", or visit
www.CoolZones.org.
Some HOT weather safety tips from the American
Red Cross:
· Dress for the heat. Wear lightweight,
light-colored clothing. Light colors will reflect
away some of the sun's energy. It is also a good
idea to wear hats or to use an umbrella.
· Drink water. Carry water or juice with
you and drink continuously even if you do not
feel thirsty. Avoid alcohol and caffeine, which
dehydrate the body. Avoid using salt tablets unless
directed to do so by a physician.
· Eat small meals and eat more often.
Avoid high-protein foods, which increase metabolic
heat.
· Slow down. Avoid strenuous activity,
such as gardening and exercise. If you must do
strenuous activity, do it during the coolest part
of the day, which is usually in the morning between
4 and 7 a.m.
· Stay indoors when possible. If air-conditioning
is not available, stay on the lowest floor out
of the sunshine.
· Be a good neighbor. During heat waves,
check in on elderly residents in your neighborhood.

Hot Weather - Cool Zone Reminder
Need to beat the heat? Cool Zones are designated
air-conditioned buildings easily identifiable
by a light blue Polar Bear Cool Zone logo. There
are more than 100 locations throughout San Diego
County in libraries, malls and senior centers.
The program, established by the County, has been
helping seniors, persons with disabilities and
others - "beat the heat" since 2001.
It provides a list of places to go that are air
conditioned when the weather is extremely hot,
as a way to stay cool and not run up your own
utility bills. In El Cajon, two Cool Zone locations
are the Westfield Shopping Mall on Fletcher Parkway,
and the El Cajon Library at 201 E. Douglas Avenue.
The program is a partnership with San Diego Gas
& Electric. In addition, low-income, homebound
seniors and disabled persons can request a free
electric fan if they are unable to go to Cool
Zone sites. The program also offers bus passes
to qualified individuals in certain zip codes
to help them get to designated Cool Zones. This
year the Cool Zone program will operate until
October 15. For more information, please call
(800) 510-2020 and press "6", or visit
www.CoolZones.org.
Some HOT weather safety tips from the American
Red Cross:
· Dress for the heat. Wear lightweight,
light-colored clothing. Light colors will reflect
away some of the sun's energy. It is also a good
idea to wear hats or to use an umbrella.
· Drink water. Carry water or juice with
you and drink continuously even if you do not
feel thirsty. Avoid alcohol and caffeine, which
dehydrate the body. Avoid using salt tablets unless
directed to do so by a physician.
· Eat small meals and eat more often.
Avoid high-protein foods, which increase metabolic
heat.
· Slow down. Avoid strenuous activity,
such as gardening and exercise. If you must do
strenuous activity, do it during the coolest part
of the day, which is usually in the morning between
4 and 7 a.m.
· Stay indoors when possible. If air-conditioning
is not available, stay on the lowest floor out
of the sunshine.
· Be a good neighbor. During heat waves,
check in on elderly residents in your neighborhood.

El Cajon Police Remind Pedestrians
"Check Before You Step!"
Throughout San Diego County, motor vehicle collisions
involving pedestrians are on the rise. In 2010,
70 pedestrians were killed and 1,004 pedestrians
were injured as a result of traffic collisions
in San Diego County. Statistics have shown that
in many of these collisions, the pedestrian was
determined to be at-fault. The El Cajon Police
Department is taking a proactive stance in addressing
this issue with a program of public education
on pedestrian safety along with tips to avoid
being involved in a collision. The age old myth
that pedestrians always have the right of way
could not be further from the truth. Pedestrians
must follow the same rules of the road that motorists
do. Remember, we all share the roadway.
Here are some helpful pedestrian safety tips:
1. Avoid wearing dark clothing at night. If you
know you will be walking around at night, try
to wear light colored clothing to make yourself
more visible to motorists.
2. Do not cross the street between two controlled
intersections. This is a violation of 21955 VC,
Jaywalking, and puts you in an area where motorists
aren't looking for pedestrians.
3. Use crosswalks and wait for the appropriate

SDG&E Shares Tips on how to Properly Identify Utility
Employees - San Diego Gas & Electric is alerting
customers to be aware of a person or persons who have
recently posed as a SDG&E employee and asked to
enter a customer's home. It has been reported that the
imposter will distract unsuspecting customers while
performing "routine inspections," while another
imposter burglarizes the home. SDG&E wants to assure
all customers that all SDG&E employees carry the
proper identification when called out to any job and
is warning customers to ensure they verify the employee's
proper uniform and identification before letting anyone
in your home.
Customer safety is a top priority and SDG&E will
be working with local law enforcement to ensure customers
are equipped with the tips to help them properly identify
a SDG&E employee or contractor at any time.
Here are some tips to help customers identify a SDG&E
employee:
Make sure that everyone in question is wearing
a SDG&E-marked uniform.
Ask any SDG&E employee to display a company
identification card.
Ensure that they have arrived in a SDG&E-marked
company vehicle.
Never leave the house if asked; SDG&E does
not ask customers to leave your house unattended.
Note: SDG&E often hires contractors to complete
smart meter work or provides information on energy efficiency
programs; however contractors will never ask customers
to leave their home for any reason.
If you have not called to request service or are

EL
CAJON FIRE DEPARTMENT RECEIVES PETA AWARD FOR RESCUING
DOG FROM FIRE
Firefighters Resuscitated Unconscious Animal
City of El Cajon media relations
EL CAJON (1-10-12) On January 4, El Cajon's
Heartland Fire & Rescue reported to a fire at
a mobile home on S. Second Street and put out
the fire with help from the San Miguel Fire Protection
District. When the rescue workers heard barking
in the home, they sprang into action. Heartland
Fire & Rescue's Brendan Saffer plunged into
the smoke-filled home to retrieve Mojo, a Chihuahua
who had fallen unconscious. Mojo was in grave condition,
but Heartland Fire & Rescue's firefighter Rob
Laatsch and paramedic Travis Timmins used an oxygen
mask meant for human babies to revive him. The dog
was taken to an animal hospital to be treated for
smoke inhalation and is expected to make a full
recovery. For the firefighters' heroic actions,
the Heartland Fire & Rescue will receive PETA's
Compassionate Fire Department Award.
"El Cajon's bravest are also some of El Cajon's
kindest," says PETA Executive Vice President
Tracy Reiman. "We hope the rescue workers'
compassion and ingenuity will inspire others always
to come to the aid of animals in need."
The fire department will receive a letter of appreciation,
a framed certificate, a box of vegan chocolates,
and a package of special oxygen masks designed specifically
for dogs, cats, and other animals.
El Cajon isn't the only San Diego-area town with
award-winning rescue workers. In September, the
Alpine and Viejas fire departments received a PETA
award for rescuing a dog stuck in a narrow crevasse. |
